The Constraining Effect of the INF Treaty on the United States and Russia from Achieving their Internal and External Objectives

Introduction

From the Russian Federation and the United States’ perspective, the Intermediate-Range Nuclear Force Treaty (INF) has constrained both countries from achieving their security goals. The INF treaty negatively affected signatory parties. Treaties such as the INF restricts signatories to fulfil their security and domestic objectives (Von Stein, 2005). Simmons and Hopkins (2005) explain that the signing of the treaty affects a state’s behaviour. Simmons and Hopkins’s understanding implies that an agreement can constrain states by altering their behaviour. Simmons and Von Stein’s assertion of the constraining power of treaties will provide a framework for analysing the INF treaty’s implication for both the United States and Russia. The chapter will apply relevant academic theory and concepts associated with this line of inquiry. Also, the security and domestic models in arms control are employed to support the author’s discussions.
